International Plant Protection Convention. (International Plant Protection Convention, IPPC)
It is an international convention arising from the ratification of the Parties under the responsibility of the Food and Agriculture Organization of the United Nations (FAO). The IPPC has been revised several times later, and in 1995, the Uruguay Round of trade negotiations resulted in a new world trade organization. and the establishment of The World Trade Organization (WTO), which emphasizes the use of non-tariff trade measures. In terms of agricultural products, WTO member countries must be aware of the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS). Therefore, the contents of the IPPC Convention have been amended to be in line with the SPS in 1997. The amendment has been effective since October 2, 2005 until now.
The purpose of IPPC
is to ensure effective prevention of the ingress and spread of pests (insects, plant diseases, weeds) on plants, plant products, and other potential vectors. (packaging materials, soil, machinery and equipment) from one country to another Including supporting appropriate measures to control those pests. In addition, the current IPPC has expanded to protect all types of plants, including crops, plants in natural conditions (forest) and aquatic plants. International standards for safety measures have been established. phytosanitary (International Standard Phytosanitary Measures, ISPMs) to harmonize the phytosanitary measures of different countries. Currently (2009), there are 32 ISPMs that have been issued.
The important role of IPPC
is currently (2009) the IPPC Convention has 170 member countries (including Thailand). (ISPMs) in academic assistance dispute resolution and the exchange of information, etc.
Administration under the Convention. IPPC
1. The Commission on Phytosanitary Measures (CPM) consists of one representative from each Party.2. The Commission on Phytosanitary Measures (CPM Bureau), consisting of seven representatives selected from IPPC Parties from each FAO region.3. The IPPC Secretariat (IPPC Secretariat) is established from personnel under the Plant Protection Agency of FAO.4. Informal Working Group on Strategic Planning and Technical Assistance consisting of CPM Bureau and representatives from IPPC countries.5. The National Plant Protection Organization (NPPO) is an agency established by a party to be responsible for the duties specified in the IPPC Convention.6. Regional Plant Protection Organization (RPPO) is a regional organization. Serves as a liaison between member countries in the region and the IPPC Secretariat on matters pertaining to the IPPC Convention.
